Colleges map out route to top tier

Abstract:
Texas' seven emerging research universities have submitted plans for becoming Tier One schools. Highlights include:

University of Texas-Arlington: Add 20 new faculty and 60 new graduate students per year; by 2020, expand to 35,000 students; require all students admitted to graduate in top 25 percent of high school class; add PhD programs in sustainability, nanoscience, nanoengineering and nanotechnology, globalism and development, and mind-brain education.
