The Constitution of Surveillance

Abstract:
Nothing strikes me as more misguided than trying to tackle the problem of small, nimble terrorist organizations with a bureaucratic monstrosity, such as the UN or DHS. Instead of looking into who was to blame for failing to prevent the 9/11 attacks, I would like someone to hold hearings on who was to blame for creating a mega-merger in the name of fighting terrorism.
