Upstate looks to transform

Abstract:
By luring International Sematech to open its new semiconductor development plant here last year and with the University at Albany's nanotech research center expanding, government officials and business leaders hope to transform an area dependent on government bureaucracy and rust-belt industry into another Silicon Valley.
