President's Council of Advisors on Science and Technology (PCAST)
On September 30, 2001, President Bush signed Executive Order 13226 to form the PCAST. PCAST was originally established by President George Bush in 1990 to enable the President to receive advice from the private sector and academic community on technology, scientific research priorities, and math and science education. Science and Technology Policy Institute [STPI]
Originally created by Congress in 1991 as the Critical Technologies Institute and renamed in 1998, the Science and Technology Policy Institute is a federally funded research and development center sponsored by the National Science Foundation and managed by RAND. The institute's mission is to help improve public policy by conducting objective, independent research and analysis on policy issues that involve science and technology.
National Science and Technology Council (NSTC)
Established by Executive Order on November 23, 1993. This Cabinet-level Council is the principal means for the President to coordinate science, space, and technology to coordinate the diverse parts of the Federal research and development enterprise. The President chairs the NSTC. Membership consists of the Vice President, Assistant to the President for Science and technology, Cabinet Secretaries and Agency Heads with significant science and technology responsibilities, and other White House officials. An important objective of the NSTC is the establishment of clear national goals for Federal science and technology investments in areas ranging from information technologies and health research, to improving transportation systems and strengthening fundamental research. The Council prepares research and development strategies that are coordinated across Federal agencies to form an investment package aimed at accomplishing multiple national goals.
