Independent review faults Empire Zones

Abstract:
"We're not saying it does no good. It does. But from a large scale growth peerspective, it does not appear to be the engine it could be," Singer told a group of about 50 economic development leaders meeting at the Rockefellar Institute in Albany.

A.T. Kearney urged the state to focus its economic development aid on businesses in the emerging fields of nanotechnology, biosciences and clean technologies.
