You might think there have been no noteworthy high-tech developments since International Sematech and Tokyo Electron Ltd. announced plans to locate research centers here in 2002. But you would be wrong. To be sure, 2002 was a watershed year for the Capital Region as far as announcements go. But announcements are just words.
